The Board of Regents of Washington State University met pursuant to call in Open Meeting at 9:00 a.m., on Thursday, September 30, 2004 at Lighty Student Services 405, Pullman, WA.

Present via phone: Regent V. Rafael Stone, President; Regents Elizabeth Cowles, Peter Goldmark, Steven R. Hill, Joe King, and Connie Niva; and Vice President for Business Affairs Gregory P. Royer.

Present in person: Regent Brady Horenstein, President V. Lane Rawlins, Provost Robert C. Bates, Vice President for Student Affairs Charlene Jaeger, Interim Vice President for Equity and Diversity Mike Tate, and Senior Assistant Attorney General Antoinette Ursich

1. President of the Board of Regents. Regent Stone welcomed everyone to the Board Meeting. He took roll due to the majority of Regents connected via phone.

2. President of the University. President V. Lane Rawlins also welcomed everyone to the Board Meeting. He took a moment to explain to the Regents that the preliminary results from the vote by Washington State University bargaining employees did not pass the collective bargaining agreement with the Washington Federation of State Employees. He recommends that due to the Office of Financial Management deadline of October 1, 2004, that the Board approve the agreement and submit by the deadline.

The collective bargaining agreement with the University Police Guild has been ratified by bargaining unit employee vote.

3. Business Affairs and Information Technology Committee. Regent Cowles concurred with President Rawlins.

The Board took action on the following:

Ratification of the Collective Bargaining Agreement with the Washington State University Police Guild . It was moved and seconded that the Board of Regents approve the contract between Washington State University and the Washington State University Police Guild, effective July 1, 2005 through June 30 2007. Carried.

Ratification of the Collective Bargaining Agreement with the Washington Federation of State Employees . It was moved and seconded that the Board of Regents approve the contract between Washington State University and the Washington Federation of State Employees providing that the election results require Board action. The contract will be effective July 1, 2005 through June 30, 2007. Carried.

At 9:30 a.m. the Regents Meeting adjourned.
