November 22, 2002 Joint Meeting

The Board of Regents of Washington State University and the University of Washington met pursuant to call in Open Meeting at 6:05 p.m., on Friday, November 22, 2002, in the Lewis Alumni Centre, Pullman, Washington.

Present from WSU Board: Regent Joe King, Board President; Regents Kenneth Alhadeff, Phyllis Campbell, Peter Goldmark, Steven R. Hill, Jason Johnson, William Marler, and Rafael Stone; and University President V. Lane Rawlins.

Present from UW Board: Regent Gerald Grinstein, Board President, Jeffrey Brotman, Ark Chin, Daniel Evans, William Gates, Sally Jewell, David Moore-Reeploeg, Constance Proctor, Michele Yapp, Cindy Zehnder, and Interim University President Lee Huntsman.

1. President of the Washington State University Board of Regents. Regent King welcomed everyone to the historic first joint Board of Regents meeting between the two research Universities in the State of Washington. He introduced Gerald Grinstein, the President of the Board of Regents.

2. President of the University of Washington Board of Regents. Regent Grinstein commented that bringing the two University Boards and resources together, we have discovered that we have more in common and have joint goals of adequate funding for higher education.

3. President of Washington State University. President Rawlins welcomed everyone to Pullman. He added that it has been a good experience for both institutions as we learn more about each other. He said it has been instructive to think through what the future of the State of Washington can be or what it might be if we’re not able to solve some of these problems. He added that this is a great opportunity for higher education. Even though the funding is low, the truth is we are have more demand by better students than ever before, funding for research is higher than it’s ever been and society understands and depends on research more than it ever has in the past and he believes that this makes Washington State University and the University of Washington natural allies. President Rawlins said he is pleased of the strong partnership.

4. Interim President of University of Washington. Lee Huntsman agreed with President Rawlins regarding the partnership. He said that the positive impact would go well beyond the legislative session. He added that at the moment the immediate message is by appearing together and supporting one another. He said fortunately the attention has gone beyond novelty to the essential message that both of the institutions are trying to convey of the need for funding for higher education. He also said that this partnership has the immediate focus on the legislative session, but beneath that it’s about the importance of each institution and to programs and how critically important it is to have the investment in Washington’s future. He said it’s been a pleasure learning more about WSU and he feels that this is a partnership that will go beyond the immediate message.

5. Joint Resolution. Regent King commented that the resolution they will be voting on is not just another piece of paper that it is, in fact, a resolution that will send a strong clear message from higher education to the state.

Regents Joe King and Gerald Grinstein read the resolution (Exhibit A) and opened up the meeting for discussion.

In separate actions, both Boards unanimously approved.

The meeting adjourned at 7:00 p.m.
