November 19, 2004 Joint Meeting

Present from Washington State University: Regent V. Rafael Stone, President; Regents Kenneth Alhadeff, Elizabeth Cowles, John M. Fabian, Peter J. Goldmark, Brady Horenstein, Steven R. Hill, Joe King, Christopher J. Marr, and Connie Niva, and President of Washington State University V. Lane Rawlins.

Present from the University of Washington: Regent Jeffrey H. Brotman, President; Regents, Sally Jewell, Alexander Bolton, William H. Gates, Frederick C. Kiga and Shelly Yapp, and President of the University of Washington Mark A. Emmert.

The Board of Regents of the University of Washington held a joint meeting with the Board of Regents of Washington State University on Friday, November 19, 2004, beginning at 4:00 p.m. in Lighty Students Services, Room 405, Washington State University, Pullman, WA.

1. Opening Remarks and Introductions. There were welcoming remarks from V. Rafael Stone, President of the Board of Regents for Washington State University, President Jeffrey H. Brotman, President of the Board of Regents for the University of Washington, V. Lane Rawlins, President of Washington State University.

2. Consideration of Joint Resolution. There was considerable discussion between both Boards regarding the resolution wording. Upon adjustment to the resolution and agreement, it was moved and seconded that the Board of Regents adopt the joint resolution attached as (Exhibit A). Carried.

3. Cougars and Huskies for our Economic Future. University of Washington President Mark A. Emmert thanked Washington State for the hospitality. He went on to discuss the Policy Consensus Center (PCC), a unique partnership between Washington State University and University of Washington, which will work as a neutral source of information and resources for regional problem solving. It was developed in response to a request from community leaders who recognize the need for improved approaches to policy development and multiparty dispute resolution. Dedicated to assisting public, tribal, business agribusiness, environmental and other community leaders in their efforts to work together to build consensus and resolve conflicts around difficult public policy issues. He added that the PCC has the capacity to do some very exciting things for the state.

Members of the Boards discussed the performance contract concepts that they are proposing to the 2005 Legislature.

At 5:00 p.m., the Regents meeting adjourned.
