November 21, 2003 Joint Meeting

Present from the University of Washington: Regent Gerald Grinstein, President; Regents Jeffrey H. Brotman, Ark G. Chin, Craig Cole, Daniel J. Evans, William H. Gates, Sally Jewell, David Moore-Reeploeg, Constance L. Proctor, and Shelly Yapp, and President of the University of Washington Lee Huntsman.

The Board of Regents of the University of Washington held a joint meeting with the Board of Regents of Washington State University on Friday, November 21, 2003, beginning at 4:00 p.m. in the Walker-Ames Room, Kane Hall, University of Washington, Seattle, WA.

1. Opening Remarks. There were welcoming remarks from William D. Marler, President of the Board of Regents for Washington State University, President Gerald Grinstein, President of the Board of Regents for the University of Washington, V. Lane Rawlins, President of Washington State University and Lee Huntsman, President for the University of Washington.

2. Consideration of Joint Resolution. There was considerable discussion among both Boards regarding the resolution wording and amendments to paragraph three and five and the additional of a fourth “Be It Further Resolved.” Upon agreement, it was moved and seconded that the Board of Regents adopt the joint resolution attached as (Exhibit A). Carried.

3. Cougars and Huskies: An Example of World Class Research – Local Application. William Ruckelshaus, Strategic Director at Madrona Venture Group, addressed the two Boards on the joint WSU/UW Policy Consensus Center slated to open next fall. The Center will call on the strengths of the two universities to help resolve some of the Northwest’s contentious land-use and environmental disputes before they move to the courtroom. Mr. Ruckelshaus will act as chair of the Center; the UW office will be housed in the Daniel J. Evans School of Public Affairs, directed by Associate Professor Jonathan Brock; and the WSU office will be at the university’s Extension School, directed by Robert McDaniel, Associate Dean for University Partnerships. It is expected that the Center will bring in mediators from the private sector as needed. An advisory board is being assembled and currently has 20 individuals who have agreed to serve, from both sides of the state, and is expected to grow to 50 members. Mr. Ruckelshaus stated that the Center has the support of Presidents Rawlins and Huntsman and that both institutions should feel very proud of the effort.
