The Board of Regents of Washington State University met pursuant to call in Open Meeting at 1:50 p.m. on Wednesday, June 7, at the Harbor Club, Seattle, Washington.

Present: Kenneth Alhadeff, President; Regents: Phyllis Campbell, Elizabeth Cowles, Richard A. Davis, Robert D. Fukai, Peter Goldmark, Joe King, William H. Marler, and Rafael Stone; President-elect V. Lane Rawlins, Interim Provost Rom Markin, Vice President for Business Affairs Gregory Royer, Vice President for Administration Sally P. Savage, and Executive Director of Planning and Budgeting Karl Boehmke.

1. Opening. Regent Ken Alhadeff opened the meeting and provided introductory remarks.

2. Delegation of Authority. The Board of Regents was presented with a resolution concerning the management of Washington State University and a delegation to the President to enable him to act on behalf of the Board of Regents in matters relating to the administration and governance of the University.

It was moved and seconded that the Board of Regents confirm and continue all prior delegations of authority to the President to act in matters relating to the general business and financial affairs, academic affairs, organization, and management of Washington State University, and specifically confer these delegations of authority on Dr. V. Lane Rawlins and rescind prior delegations of presidential authority. The Board further moved and seconded that the Board delegate to the President all express or implied authority to carry out the administration and operation of Washington State University. Both motions carried unanimously. A copy of the resolution is attached as Exhibit A.

3. Planning and Processes. President V. Lane Rawlins provided several presentations to the Regents. He provided a WSU Budget overview, a discussion on Planning and Budgeting, Governance, and Strategic Planning. Additionally, he discussed his philosophy on his approach to administration. The Regents discussed these issues and adjourned the meeting at 4:57 p.m.
